In line with the participatory local governance ethos embraced by Chegutu Municipality, the 2019 Council budget was formulated with full participation of all residents and stakeholders of Council.
The stakeholders included the Combined Chegutu Residents and Ratepayers Association Trust, Chegutu Residents Trust, Chegutu Business Development Association & the entire Chegutu business community, SMEs associations, Government Departments, ZINWA, Chegutu Pastors’ Fraternal, Chegutu transporters, Chegutu Vendors’ Association, among others. After the consultative meeting involving the Municipal Budget Sub Committee which is made up of all Councillors and 2 representatives from their respective wards, stakeholder representatives, and Government Departments, the budget consultative process in all the wards were spearheaded by respective ward Councillors, Ward Budget Sub Committee members, with Council officials also in attendance. Budget Consultation meetings with stakeholder groups were spearheaded by the Finance Committee. This culminated in the widely-consulted 2019 budget, which maintained rates and most of the service charges at the 2018 budget level, although a review was made on water tariffs as agreed to by residents and stakeholders. This was meant to facilitate repairs to water infrastructure so as to improve access to potable water by the citizens of Chegutu and business entities, while also enhancing performance of the Water Account which is currently being subsidised from other Council accounts. The budget was submitted to the Ministry of Local Government, Public Works and National Housing on 23 November 2018 and now awaiting approval.
